We need to emphasize more on a culture of saving, a culture of accountability, a culture of respecting the agreement! It does not mean that people do not have a culture but a new system in people's mind and/ot even perfectly prepared, its success will depend on the people who it is design for! Disadvantage communities, because they are overwhelmed by situations tend to feel not responsible for failure and not accountable for anything! While systems in Micro finance are to improve, at the same time, communities have to be prepared! And because we expect them to fail, they do fail, eventually!
